In the next update it will, there's always a chance it can fail it's better if you get a mod 3 or admin to do it incase it fails :)

Because in 1.11 shulkers have shulker shells and shulker shells make shulker boxes and shulker boxes expand your inventory by about 20x

You can't, they got given out in donor crates

In vanilla you can get one, it's called creative.

We are, but as the question was phrased it was asking about vanilla, not survival. In survival, no you cannot obtain a spawn egg of any kind.
