Sometimes you forget that the map is actually quite massive, so as long as you follow the rules GrandpaCarl put up, you're more likely to be perfectly safe. With almost every base I know of, the only reason they were raided is because someone betrayed, accidentally tp'd someone in, or accidentally gave away coords. Rarely do 60k+ builds get found by randomly exploring.

When I was 1 level away from 60 over a year ago, I died from the old elytra not opening glitch. Then one time when I was up near 80 I think, Vene decided to test out his new god weapon on me. I usually sit in the 90s before enchanting something tho.
There is still a possibility they fix the drowned mobs to make them fit into the water environment better. It would be cool if they had tails or fins, and could swim slightly faster than players. Or if their range attack with tridents could break boats and then they could swim up and attack you. Or if they had camouflage in reefs and you actually can't see them until they are very close to you.
Im curious if this means people can farm for tridents by drowning zombies from a zombie spawner. Could be too op if when converted, they have the chance to spawn weapons like zillagers can. Outside of that, I like the idea of an ocean mob that's hostile. Outside of ocean monuments, oceans were too safe, there was little excitement. Now you have to avoid pufferfish and evil mer-men!
I can't think of anything outside of the egg, Crafty's head, or an extremely powerful admin given item that would go for that price.
It might have already been said, but I'll add to it. I've heard a lot of talk from a lot of people that they'd rather not rejoin the server until after a reset, simply for the fact that the update is coming out in spring. So we are losing long term players the longer we don't reset with the update.
And with the amount of conversations with the same people I've had over and over again about there not being any plans for a reset, many are still dead set on believing one exists. So no matter how much of a guarantee we give, those players are not coming back until we reset.
On top of that, I also have a massive end base. It's taken me over a year to build just the terrain, and it's still not even finished, mainly because it's getting boring. However, I'd still truly love to see this base completed, and I'd hate to lose the builds on this map that I am proud of. But for a reset that would fix mansions, evenly generate new ocean biomes and structures, and give me a chance to start fresh with a whole new set of ideas, I'd happily give up my base for that. Just like Tez said, we should be used to this cycle by now. It's just how a griefing/raiding server works. We build, we lose, we learn, we build again, and this time, better.
Reminder this is opinion and doesn't reflect anyone's attitude over a reset but mine.
If we did stay on this map for even longer, and into 1.13, the map would inevitably have a lot problems. I would expect biome problems, new players would just die after a few hours due to phantoms since beds currently mess up sethome so it would have to be changed, I would expect a lot of the command blocks would be messed up due to commands being changed, people's redstone contraptions and builds would be messed up due to new water mechanics, and of course a lot people would just not be happy (either way to be fair).
In my opinion a reset would be the best decision.
Agreed. And again, this is our individual opinions and does not reflect what may or may not actually happen with the map come update time.
From the wiki page, the new Phantom mob spawns after 3 days of no sleep 20-34 blocks above the player's head. But only if you are in the overworld, it's night, you are above sea level, and there is no light blocking block above your head(must be air/glass/etc). The mob spawns in packs of 1-4, and it does not respect the mob cap as they spawn.
So if you like living in the end/nether/deep underground, you're safe. Overworld/above ground players will have to hide till day or use a bed.
I do think the best solution, if possible, is to implement someway for the tp home function to count as sleeping. But even still, they might still become a problem for people that don't use the commands or sleep at all.
