Well it depends on what you want but if you are willing to spend most of your budget and want a powerful machine the alienware's having been going cheap recently. As laptops go they are cheap and powerful at the moment.

Undecided as of yet, depends on the voice quality for everyone and whether there is an uptake.
Pretty sure the TS comes free with the hosting/is on our own server so it's no issue keeping both beyond having to moderate both.

I've given up on collecting physical media these days though, I just stick it all on my array.

If that's not the problem it looks like you are unable to connect to the Minecraft auth servers, this could happen for may reasons such as a firewall blocking the servers?
Are you on a private home connection?
