I imagine you don't need my opinion at this point but I vote for fresh start with no restoration purchases, I'm sure we all know what it feels like when our singleplayer bases are partially made with creative mode spawned tools or blocks, well us trying to restore our legacy server bases or inventions wouldn't feel much different and i would go out of my way to avoid the feeling that the world i see wasn't all me (or you), but then I can only feel like this because i haven't been here long and i didn't complete my base.

craft is just gonna make a whole new server? no fair, my bases are huge and i have to make them again? grrrrrrr, never even got to the good bits

whenever this happens to me i restart my game and it works again

if that's how you feel then your base isn't safe enough and your rebuilding supplies need replenishing, get mining

indeed, if i were to ever join a faction oceania and elephantia are much more to be considered than the red army

something exciting you could try is having 2 or maybe even more bases, with the main one being very well hidden and if everyone hang out and/or gravitates towards the safe base then to make it more exciting you should prank people, i find pranking to be much funnier than just straight up raiding or greifing
