When you say encasing do you mean you're making a sold block outside the 9x9x3 spawning area?
If this is the case you'll need to go an extra 9 (maybe only 8?) blocks out in every direction. Also make sure that the walls of the spawning area are not solid (glass maybe?), so the shulkers can't teleport to them.
Alternatively you could just break all the blocks in the surrounding area so you have something like my first image.
I gave them six places to teleport to, which seemed to be almost enough to keep up with the spawning rate. If you have a double spawner you might want to give them a bit more space. I'd suggest keeping the holding areas max 3-4 wide though. Otherwise they won't shoot each other as much.
@cepheid I'm working on a way to afk grind shulker shells (most likely using wolves). If I find a decent way I'll probably end up using my shulker egg to get chests of shells to sell dirt cheap.

With a 26x26x20 spawning space shulkers have no blocks to teleport to.
We can then give them specific blocks to teleport to. (hoppers are a couple of blocks above the spawner)
They'll go to the top and side of the soul sand.
Now standing in front of them, they'll try to hit you, but can't because of the slabs. Instead they'll hit and kill each other. Hooray!
(the bottom row seem to sometimes hit you if you are standing in the middle of a block, so I used the fence to align myself)

There was a zombie villager spawner added in 1.9 - seems like almost no-one knows about it so they can't be too common.
You can see one in this video
However I'm pretty sure it's purely cosmetic and they spawn the same way as regular zombie spawners. Couldn't find anything saying this, but I remember reading it somewhere.

Phew, I was worried that they might start using the the piston mechanics from MCPE which don't have the BUD behaviour. Especially because the observer block was supposedly added to MCPE to replace the intentionally missing piston BUDs.
@PenguinMytyMJ why bother making shulker boxes instead of making ender chests bigger? what's the point? don't they do the same thing?
For me the most interesting feature of the shulker boxes is that they can be broken by pistons, picked up/moved through hoppers, and placed by dispensers. A great feature to create storage systems where the chest of items you need can be delivered to you on request. (without having to mess around with minecarts and rails, and taking up less space)
I'm not sold on the observer block, the fact that it only detects on one side, and only outputs from the opposite side makes it more limiting than the piston BUD to my mind.
Also I really hope the BUD piston behaviour doesn't get removed.
