How do you know, if they get far enough then they could trade with people and thus inflating the economy.
No.
Then they will use those to continue hacking, they could change their name and look like a new player. Who until attracts attention is a new player in the eyes of players and staff.
You bring up a good point with the economy
Players could be prohibited from trading with players on the watchlist. This can be achieved by removing their teleportation abilities (They would not be able to teleport home, teleport to spawn, etc)
Even without the two strike policy VPNs will be used, so that changes nothing
Another idea could be to unban the alts of players who have stopped hacking on their new account
As far as the ecoonomy goes, their items are all destroyed usually before they get in circulation
If they hack again they get perma banned or even IP banned

@Cellexya You know what's not fair? Ruining the server economy by xraying. Regardless if sorry, they had an unfair advantage by hacking. So why again do we need to show them fairness?
Some people learn from their mistakes
Well consider an appeal saying "I'm sorry, unban me now" which obviously does not look sincere or like it took a lot of effort, compared to a decently sized appeal where it is obvious that the player put at least some effort into it. The latter one would pass while the first one would not.
