WIth Sneak 15-20, you can easily be spotted, therefore, you'll have to face them head on. I always try to use my bow while sneaking on the restless draugrs but there's always that one that'll land an attack and kill me. With newb weapons and newb armors on Legendary, it'll take more than 2 hits to kill a Draugr, unlike the Difficulty set to Novice or Apprentice.
