you could use the /title command in your command block AI to warn players when they are spamming,cursing in excess.telling the player how to use items like the book but it pops up in their face instead of in chat to directly tell the player. Just and idea i wanted to put out there.

A tellraw would be better because titles can go off the screen for players with small clients. However, I purposely designed the system to display only relevant information in chat, when players ask about the book or vote links, it's likely answering more then just that players question.
