We allow it because it makes it easier for newer players to setup and travel to appropriate distances, banning it in my mind wouldnt do a huge amount of help as people can still elytra and rocket in the main nether without huge interruption.

You run into the same problem that you have when you try to set standard values for items, CM is a barter economy and people value different resources differently so trying to measure wealth from that isn't really possible.
You also have to account for the fact some contenders would never report it and some have stopped playing.
