So basically you're looking for a command block with something like this at spawn:
/effect @e[type=EntityHorse,r=100] minecraft:resistance 8 5
This command gives horses within a radius of 100 blocks invulnerability (resistance 5) for 8 seconds.

I only know of one spawnerless overworld grinder that's worked, and that was on 7 view distance without 1.9 lag issues.
If you want a good test to see if your idea will work. Open a single player world set the the render distance to 4. Quickly mockup the most basic version using /fill and /clone. If it works theres a good chance it will work on the server.
A lot of spawnerless mob farm designs just don't work well. This is something that it really is worth testing in singleplayer first. In general if the design relies on mobs moving themselves it's going to end badly. You need some system that moves the mobs to the drop shaft.
In terms of low spawn rates there is a number of issues you're working against. You can get more info here:

A fall distance of 22 blocks should not be killing the mobs. There are a number of possibilities, but one issue might be if the mobs are bobbing up and down in a water stream before falling, they aren't actually at the block height that you think they are at when they start falling.

Yea I'm confused too. I can't reproduce this issue in 1.9.2 or find any jira bugs / release notes to match it. The closest I have is a fixed 1.8 bug that disabled using spawn eggs to change spawners when in adventure mode.

I have a vested interest in bedrock breaking, as it will effect the kind of things I can build on the server. Specifically making an awsome nether base.

The players breaking into restricted areas and stealing admin-only items also won't respect your rule about bedrock breaking. Convienetly they probably also won't know how to break bedrock though either way.
@GibsonAxe What exactly is it that you absolutely need Bedrock to be broken @pand1024? considering you (a vip) has warps it can't be with the nether, and not only that but there are simpler methods to reach the nether roof for non vips anyways.
Well I'm not sure how to get villagers and other mobs up on to the roof without bedrock breaking. It also makes nether bases like the one that CHRISTIANALPHA was making much easier to coordinate and build.
@BaronBattleBread If you were so concerned that what you were doing was wrong that you had to ask if it was okay, then it probably wasn't okay.
you are all veteran CraftyMynes players, you should know that we have reasons for not allowing certain things by now.
I didn't ask. I just knew that it was allowed because up until staff said it wasn't allowed, it was allowed.
@CraftyMyner I'm not cool with it, there's glitches that don't harm anyone and can be used for creative things like bud detectors and the like.
I think that's exactly what this is. Even if players can't break bedrock you still have all the issues you list Crafty.
