I'm afraid it was far more than caps and spam. He was like a bear with a sore head and got banned for disrespecting staff.

Can you get him to write his own ban appeal please.

There were some chests in trade post before. Maybe there could be some in the outer area there? i don't see why having some chests where people can leave stuff for others would damage the economy.
