As a player, and admin on another server, I always hated it when people came on and advertised. I felt that the server they were advertising for was junk and not worth my time. I'm glad to see Crafty and Co. has made steps to prevent the ever annoying advsrtisers, and I have much resepct for him and the other staff.
I feel this is an excellent rule in my opinion. As far as the punishment being permanent or not i will not comment on, but the fact that he was banned or atleast reprimanded is a good step for the integrity of the server and Crafty himself. I hate when people come on Craftymynes and advertise for their punk server, so what sense does it make to advertise for Craftymynes on another server(sorry had to edit that lol darn you auto correct).
I don't wish to argue, and as I believe your main point is that it wasn't mentioned in the rules that is a point only staff can address.
Just thought I would give some player insight into what I thought, sorry if it causes a problem. Keep up the great work staff!

Imagine you're stuck naked in a wooden outhouse with a pet chicken. Outside, there are five arsonists with flamethrowers, four gunners with machine guns, three goats, two pigs, and one banana. The arsonists and gunners have never tasted chicken before, and want a try. They know you're inside with the chicken, and they'll do anything to get it, even if it means killing you. How do you escape alive without harming or letting them take the chicken?

Ok my list of possible answers.

1. Tell them pigs, goats, or the banana taste just like chicken. Then while they are eating it make a run for it with the chicken.
2. Become Chuck Norris and kick some butt.
3. Hide the chicken in the toilet and tell them it ran away.

Hmmm what is bigger than life? Not-life, i.e. most everything around us. The rocks, the moon, the stars, the sun, the entire galaxy etc... So basically anything that isnt alive outnumbers us few beings alive.
