I’ve always liked CraftyMynes because it is vanilla. I think if you decide to take it semi-vanilla it’s going to be a slippery slope with people wanting ever more and more plug-ins.
If you want to boost membership I would recommend boosting motivation to vote. I remember for example when we used to be able to purchase elytra by spending vote credits.
In the same vein but a slight tangent, have you ever considered ban forgiveness? I love that cheaters get banned so reliably (as least from my perspective) but I also believe that many of the offenders could be reformed if given a chance. What do you think about a year long ban vice life?

@CraftyMyner Any region files that intersect within 512 blocks of homes/bed spawn will not be reset.

If your home is 1 block from the edge of a region file then that means it will be 513 blocks in that direction and and 1023 blocks in the other direction.

Oh, so the home location preserves the region file it falls inside plus 1 more region file in each direction?
Is that a block of 9 region files around each home?
Wait that’s not right… can’t figure out where the 1023 came from.
Oh, maybe an additional region file gets added to the short sides. 4 regions for each home?

@CraftyMyner Chunks are 512 x 512 so that would be the minimum distance.

I must be mathing wrong. When you say chunks you mean the standard 16x16 chunks or something else?

I’ve noticed sometimes we greet new players and they almost immediately log off. Someone theorized in chat maybe the new player logged off because spawn doesn’t look like vanilla.

Do you guys think that’s the reason so many new players log off so quickly?

I wonder if it would be better to start new players in the wild.

Not sure if turtles can spawn in the end, but I’d make sure the egg is on sand and place a torch right next to it.

It's a mod though? That's not vanilla.
