Skyrim isn't easy if you play it on Legendary from the start. You'll need to consider how you attack and it'll take longer to kill opponents therefore making it harder. I played it on Legendary and while I was doing the Dragonstone quest, I got 2 hit by a Restless Draugr.
Edit: I just realized that conversation was more than 10 days ago.

@_lilbezi_ Theres a thing called hiding in bushes. Makes it easy.

WIth Sneak 15-20, you can easily be spotted, therefore, you'll have to face them head on. I always try to use my bow while sneaking on the restless draugrs but there's always that one that'll land an attack and kill me. With newb weapons and newb armors on Legendary, it'll take more than 2 hits to kill a Draugr, unlike the Difficulty set to Novice or Apprentice.
