is there any minecraft folder in downloads? it may not be unpacked yet

ok go to the download folder and find the copy of minecraft you down loaded.
do you see a file marked Minecraftinstaller.msi ? if so double click it and see if it installs

sorry was online playing, you scanned with ccleaner and deleted all files great, restart computer, use internet explorer and download and intall new copy of minecraft from mojang.

odds are you will have frames per second issues because of widows ten FPS but luckily optifine will be a easy fix for that
