Any reasoning on this or just an arbitrary value?

The resoning is that when IN A CAVE i can find about 8 diamonds in 30 minutes, so 8 dimonds for an hour of building is reasonable, but can be doubled by mining.
(btw i just made that up now, it was an arbitrary value before)

I dug in a straight line at y=11 for an hour and got 108 diamonds...

I have about 50 hours of logged mining on the server averaging 2.5-3 diamonds per minute (after fortune 3 ofc) so I think it's really low. Of course inexperienced miners or players without fortune or eff 5 won't have the same results so I guess you can argue it's fair

Well thats what a "minimum wage" is. More experienced builders/miners/redstoners can charge more
