Dragon heads generate on end ships.

I have raided over 60 end cities and not one had it in a chest. Where are you getting this from?

From experiance and looking at the wiki i dont see anything that backs that up. Possibly player placed?

No, it's not. You see, the end ship chest uses the End City loot table. Making it impossible for that to happen naturally.
